The M-Health project empowers patients own their records on mobile phone. In a study that was conducted to establish whether health services designed in developed countries can be adopted in developing countries, it was revealed that majority of health systems require online access control decisions. Relying solely on online access control systems is limiting, particularly in developing countries where access to the servers are frequently disrupted by frequent power outages and limited bandwidth among other constraints. When the server fails or becomes unavailable, access control decisions cannot be made, making electronic health records unreachable.
Funded by Grand Challenges Canada, we have proposed and developed an Identity Based Encryption (IBE) inspired mobile health records system that enables secure sharing of health records beyond the hospital boundaries.  Contrary to the previous approaches, our system enables patients to download and update their medical records onto the mobile phone and securely share their records with healthcare providers in an offline mode i.e. when hospital servers are offline due to unstable main electricity and/or unreliable internet connection.
